Why does my dog whine?...?

When we take him for walks hes fine when hes outside hes fine until when we are on the couch he makes a whining noise. He has food, water, and he doesn't want to go out side
hes a chow
what can i do?
 
If you're puppy is looking down at the floor and whining, he probaly scared or he wants to go down, or my second guess is, he dosen't like it up there. My puppy always does that. I think it's normal for chow's becuz they whine when they're up in high places.
 
he may have ignorance issues. Sorry. What breed. Maybe try Dogbreedinfo.com. Best I can do.
