why does my dog whine and bow on a leash at other dogs?

if she sees another dog on a leash, she'll boe and whine and doa high-pitched bark, what does this mean?
 
It is most likely an invitation to play. The bow is a classic appeal for play between dogs. The whining and high pitched bark can be for the same reason. Because she cannot just run over, she is trying to get the other dog to her.
 
Take a look at Sarah Kalnajis' DVD "The Language of Dogs." When a dog bows, it's a way of saying "let's play!"
 
she is doing what is called play bowing. it is an invitation to the other dog to play.
 
She wants to play. It's called a "dog bow", which is an invitation to play. Practically normal. Dogs bark to try to get attention from the other dogs..kinda like "Hey, you want to play?"
