Why Does my Dodge Neon's Brakes heat up so hot they sizzle?

My dodge neon's brakes heat up after a good 20 to 30 min's and get that smelly brake odor. We REPLACES the brakes, and the CALIPERS and it still gets hot after driving for a while. It seems the brakes don't release fully and they stay clamped on the rotor. What else could be an issue?
