Why does my computer have hot flashes?

The scenario usually plays out like this: My internet connection becomes unstable and eventually dies altogether. After trying a few obvious things I reboot my machine and shortly after Windows starts the power consumption surges to between 60 and 78% of maximum and within minutes of this the CPU is nearly at maximum temperature. During this time I cannot connect to the internet, but all other programs seem to work. This 'hot flash' goes on for approximately 30 minutes and then it abruptly stops. Afterward I sometimes will get internet immediately and other times I will have to reboot the machine again. Then the internet works beautifully. I have eliminated automated virus scans or disk defragmentation as the cause. I have disabled every suspicious scheduled task, I have turned-off all unnecessary programs running during these 'hot flashes' and I have scanned all the hard drives with 2 different virus scanners and found nothing. Oh, and I've reinstalled my router driver. My internet connection has been becoming more unreliable lately too and I think this problem might be related. Anybody know what this could be?
