Apparently my throttle is sticking or something, I cleaned out my throttle body but it didn't do any good. When the car is moving in neutral, idle speed is around 2k-2500. When I am completely stopped, it is at around 1k. Also if I am on a hill facing downward and the car is still in neutral but as it is rolling, the idle will increase to 2k until i stop again. What the hell is wrong with my car.

its a manual. i said it was moving in neutral because i was on a downward hill so when i want to creep up a little bit, the car will start to roll. other times, i'll just go into neutral when im approaching a red light so thats what i mean
