Why does my bike run at lower RPM's during cold weather?

Anytime the weather drops below 65 or so my rpm's drop considerably. Example: in warmer weather at 65 mph it runs at 3000 - 3200 rpm. In colder weather at 65 mph it runs at around 2500 - 2700 rpm. After I've been on the road a while and it gets to operating temp the rpm's go up to 2800 - 3000 rpm.

Is this normal or is something else going on?

I have never had another bike that had this kind of a difference in performance based on the temp.

Edit: I always warm my bike up until fins are hot to the touch (2 or 3 min usually). The bike actually runs better (smoother) in cold weather. I did change pipes and air cleaner; has download not race tuner. It runs a little rougher in warmer weather.

It's well broken in with just over 9,000 miles. It was winter when I bought the bike and I don't remember any difference but I was having some other problems with it when I first changed the tips and Stage 1 kit.
