Why does my 98 Honda Civic's Left Turn Signal Flashes at a different speed than

the Right turn Signal? Hello, I have a 1998 Honda Civic and the turn signal on the leftside flashes almost three times faster than the turn signal on the right side. The turn signals are not flashing at the same speed. The car failed inspection because of this. I went to the Honda dealership they changed the light bulb in the back and that was not the problem. I was told if the bulbs are about to burn out that the weak bulb might flash faster, that is not the answer. Someone said that there is a device underneath the hood that controls the turn signal speed and I don't know if that is true. I don't know what to do. An answer to this question would be a great holiday gift. Thanks and Happy Holidays.
 
both other answers are right, most common thing is a burned out bulb turn the faster one on, and walk around the car and see if both are working, if they are then you have the wrong voltage bulb.
 
There is no device to control the turn signal speed,just put on the hazard lights on,then walk around car to see which bulb is out,either bulb or light socket is bad.
