Why does my 2003 Toyota Tacoma take forever to kick into gear when going up hills?

It seems like some sort of timing that makes it so when I need to go faster the vehicle will automatically down shift. But what sucks is that it doesn't always do it. So I have to turn off over drive and that just feels weird.
