Why does my 2003 Toyota Highlander have emergency flashing lights on when the

car is on and the flasher button? not depressed. When I turn the car on, the flashers stop and the button works perfectly to turn the emergency flashers on and off, but when I turn the car off the outside car lights flash on again without depressing the emergency flasher button. Help, I don't want to have to disconnect the battery everytime I turn off the car.
