Why does my 1996 Honda Accord only get 13 MPG in the City?

I have a Honda Accord EX 1996 (automatic transmission). Awhile ago, I was driving down a steep hill and my breaks started burning. Shortly afterwards, I noticed that my gas mileage dramatically deteriorated (13 MPG city driving!) . I don't know if there's a connection here, but this is everything I have done to fix the problem, and I'm still getting horrible mileage!! Help me!!

-Catalytic converter is OK
-Valves were adjusted
-Oxygen sensor is working fine
-All routine maintenance completed
-Fuel filter changed
-New spark plugs
-Compression in cylinders OK
-Overdrive is working

Is there anything else I can do?
Break pads were replaced - I was assured by multiple car shops that breaks were not the issue. Air filter has been changed multiple times. Will ask about timing belt and fuel cleaner. Thanks guys!!
 
Your repair list didn't mention the brakes - were they looked at ?? Could be that they are binding or dragging; maybe all the brakes or just one part (emergency cable, front, or rear). Looks like you have covered any other possibility
 
You did lots of checks,did the air filter get replaced?Is power on the low side have the brakes been rechecked for a caliper hanging up.Try running some fuel cleaner in the fuel tank over the next few fill ups.

did the burning brakes cook all the grease out of your wheel bearings? that could go super ugly! did you scan the obd2 for codes? clogged catalytic convertor? timing chain/belt stretched?
