why does my 1994 honda civic si rev up and down on its own?

ok it had recently started messing up by not letting me rev higher then 3000 rpm's, but luckily the next day it started working just fine. but now i noticed that it revs up and down on its own when im in neutral or slowing down at a stop sign.
anybody have a suggestion? is it my fuel filter?
 
first, if its been a while since you've done a tune up on your car its a good place to start. change the plugs,wires and filters then see how it behaves then and go from there.
