Why does my 14M baby gag herself?

She'll sit there, ALL THE TIME, shoving her hands down her throat until she throws, only to start doing it again. We lightly smack her hand every time she does, but she won't stop. We've tried rubbing a lemon on her hands but that doesn't work either. I know all the remedies to get her to stop, I just want to know 'why' she does it.
 
She does it for stimulation, a lot of babies and toddlers will do it, its a cause and effect reaction
