Why does it cost over $500 to replace a 2004 Ford Focus ignition switch?

The switch will not turn after the key is inserted. I was quoted over $500. The explanation was that the keys have computer chips and you must buy two. The system supposedly cannot be programed without two keys with chips. Is this true or am I being scammed into buying an unnecessary key?

but i read in car and driver a editor lost the kew to a rental BMW and they wanted almost 2K to replace it,,my friend who owns Bobs garage had to replace a key on a ford explorer,,,over 200 dollars,,,and that was with a garage discount,,,soo there you go

i bought a truck,,only came with one fob,,i went to chevy to get another 80 dollars and then he sez another 75 to program it,,,i want nuts yelling and finally the manager said they would include fob "set up/programing" for free..it took 3 mminutes,, rip off SOB's
