Why does he care if he only wanted sex?

This amazingly gorgeous guy asked me out last semester. Every time we saw each other it was only on campus. He was obsessed with my body and only wanted to hook up. I told him that the only way I would ever give him sex is if he dated me. After that he stopped calling me. During the time we were talking he eventually told me that he thought I was "mad chill" and that he wanted to date me, but I guess he changed his mind when the summer came.The summer passed and I see him this year. We talk here and there, but barely. I always see him staring at me from afar and the other day he asked my guy friend if he was seeing me "like that". My guy friend also told me that he was really checking out my booty. Why does this kid act this way if he doesn't even want to call me? Does this mean he still plans to try to sex me?
