Why does Charlie Rangel get a slap on the wrist, what if a regular Joe committed the

same illegal activities? I find it hard to believe that they will slap him on the wrist and give him a pass. It sounds so ridiculous to me, because any other person would have been in Jail. Why does he get a pass? What makes him so special? I don't get it.
