Why does camp and chuckwagon dinnerware have those tiny white speckles on the metal?

It's always had those small white random-sized speckles on it. Is this just an esthetic thing that makes them look more outdoorsy and "Western", or are they there to make them easier to see or easier to tell if they're clean, or what?
 
Perhaps the dinnerware during the Western days were like that & that carried over throughout the years to look authentic. I bought a coffee pot, two plates, two long handled spoons, that were bright blue with the tiny white speckles on them at Dollar General some years ago. I have a country kitchen decor in my home, & these pieces look great.
