Why does a guy asks for your number and doesnt call?

So I just moved to a new town and got this new job and on about my fourth day to work was when I first met this guy who is my co-worker but it just so happens that day was his last day to work. The whole night we were working I would catch him looking at me when I wasnt looking and any chance he got he talked to me. Towards the end of our shift he told me that after work he gets something to eat and would like me to join...I agreed. We went to a restuarant and we were there for like 4 hours talking and laughing and we really hit it off. He asked for my number and told me that he would really like to hang out with me again....I also agreed. That was a week ago. Im just so confused why all this happened and he still hasnt called. I also figured that he would call just cause he is 24 and I would think that he would be a little more mature and not just lead me on then never call. Can anyone help me figure this out? Thanks
