why does a 2 stroke dirt bike engine rev too high ?

my boy friend rebuilt his 250cc two stroke dirt bike for the dunes and he went to go start it up and it was reeving way high and he tried to pop the clutch and his bike would not stop. he lost control and the bike took off. So why was it reeving so high ?
 
The carb was misadjusted, and/or the throttle cable stuck. He should have tested it at home before taking it out to ride, and lubed the cable so it wouldn't stick.
