why do you think shakespeare opened Scene 3 with the witches discussing an evil deed...

well, because everything else in macbeth that needed to happen up to this point has happened, and it helps to reaffirm how evil the witches are.
there is a lot of historical information in this as well, it helps to reaffirm what time period shakespeare wrote it in, and makes it more of a lasting play.
plus, it leads up to macbeth and banquo entering, and the weird sister's prophecy
 
It foreshadows the evil deeds that are to come. It also helps establish the dark mood of the play.
