Why do women wait for men to make the first move and then complain that they

Well, I think that women want men to make the first move, but have the comment/pick up line to not be sexual(like most are). You know, maybe start by asking her about her dog, or a small question like that. That way, it starts off casual, but the two can converse about more things. But, if the guy comes right up and says "You're hot" or a straight up comment like that, then yes I can see why women get irritated.
