Why do they wear the trouser leg up when riding bicycles?

Lately, my friend discovered a phenomenon on the streets: some bicycle riders have one of their trouser legs, usually the right one, rolled up when they are on their bicycles. I have never noticed this until she pointed it out to me; and neither could I explain to her the reason behind this. A guy in my apartment building wears his jeans with the right trouser leg rolled up to just below his knee. I felt it stupid if I asked him about this. Can anyone explain why they do this? (This is in a city in the Netherlands and bicycles are a common sight here.)
I don't think they do this where I come from. Is this for safety reasons or health reasons?

I think it is so the material doesn't get caught in the bicycle chain. It seems I remember that happening to me with my bellbottoms when I was a kid in the 1970s.

I've been to Amsterdam and everyone rides bikes everywhere!
