Why do they ask you to turn off any electronics during flight well take off?

I been in an airplane like 6 times and every time they tell us to turn off are electronics? I do turn off my electronics when they ask me too, but sometimes i see other people still using electronics ??

Is it bad? I heard it distracts with the flying system or something like that ?
