Why do these verizon phones differ in monthly costs?

I have verizon wireless and am currently phone shopping. My boyfriend has the LG Dare and I love it, however I don't want that exact phone. He pays about $45 a month as part of a 5-person family plan. His sister has the Droid and pays about $80 a month on the same family plan. Why does she pay so much more? Don't they have the same internet features? What exactly is a "smartphone", is that the difference?

Does verizon have another phone with internet that will only be about $45 a month?
