Why do some Republicans think that the proposed hike in gas tax is Obama’s fault?

Why do some Republicans think that the proposed hike in gas tax is Obama’s fault?

The National Surface Transportation Policy and Revenue Commission is proposing this gas tax hike. The commission is chaired by Bush transportation secretary Mary Peters. This is a Bush tax hike, not Obama. Why is there confusion on that?
(knowing it's the Bush Administration) More food for thought - how can the gas tax belong to Obama (his administration), when he is not even in office yet?...
 
No matter what, it can't be enacted before President Bush leaves office. It would be up to the Democrat congress and a Democrat President to enact it, so the blame, regardless of whose stupid idea it is, will go to the party in power, ergo, the Democrats.
 
This is one of those do the correct thing but not pay a political price for it. Road repair/upgrade is badly underfunded by taxes and with the price of gas collasping leaves no excuse not to raise taxes. Bush knows that, but had to whore to the conservative anti tax whackos.
 
Obama said in his campaign he wanted high gas prices, just he wants to raise them slowly and not as fast as they did in the summer. So Obama will sign the bill if it hits his desk and many many more.
 
Yet a couple more great reasons why we need less gov't agencies raising taxes. Big gov't is Bad. We need less Republicans and less Democrats. Less gov't and less taxes. Therefore nobody's appointee's are propisng taxes.
 
It will have to be passed under Obama. Obama can stop it if he wants thus Obama owns this.
