Why do some people fix up the same cars you see in rap videos that look very silly?

For example: 22 or 24, 26 inch rims on cars like Dodge Magnum, Charger, Chrysler 300, Impalas, Monte Carlos, old school Chevys and so on. And they are all painted 3 or 4 non matching colors and lifted up for the big rims. I think they look like clown cars. Living in L.A. I see a lot of them. What do you think?
