Why do so many black people use the n-word to associate with each other?

like "yo my n*****" it makes me sick but I can't do anything cause most of the people who use it look like, lack of a better word, hooligans that can't do anything except cause problems. The word was specifically made to insult african americans now they think its okay if only black people use the word. Some people are stilll stupid even with free education =(
