Why do schools do so poorly on the basic skills test?

I know that some kids just do not want to go to school but still, why don't the kids test better than they do? A local high school has the IB program, AP courses, and just about every club you can think of, yet they only have a 30% passing score on math, 42% on language arts and 14% on science. How can these kids pass the AP tests and IB tests yet fail the basic skills test, or are these the only kids passing? I just don't know how to look at schools anymore. I want the best for my child but having only 30% of the kids pass the test yet have a 92% graduation rate doesn't make sense. What is going on in the schools today?
