Why do people when you dine out at an non upscale restaurant you order two drinks?

I've been a server for 5 years now and one thing that I have yet get answered is why people order two drinks. For instance my job has 32 ounce sized cups and a table of two comes in and they both order two iced teas and then two waters. Funny thing is the cups are so big that they never get a refill and they never touch the water. I just want to know why people do this to waiters when there so busy already
Omg people your probably not servers anyway so you don't understand even what I'm talking about. If your not going to answer just a simple question with respect don't answer at all.
 
Oh my God. Are you serious? Is it really that much harder for you to get them a water while you're standing in the same area getting them tea? They probably do it for a couple of reasons. One, they're too cheap to pay for a second drink or two, they don't want all the sugar that comes with having a second soda or tea.

I doubt they're doing it to deliberately piss you off. They probably don't realize it even annoys you. Most of the time, a server will ask me if I'd also like a water when I order a drink. So maybe it differs depending on the region you live/grew up in. I'm not really sure.
