Its a circle of confusion as it is designed and intended to be. The goal is to occupy the attention of populace on the argument and the arguing parties, there by keeping them divided while they continue to wrangle money out of the tax payers for expanded budgets that can be filtered over into other programs. The other key factor is "what" is actually effecting global climate change and who's private interest really stands to make or lose money on it.
If its carbon emissions or punching holes into the ozone layer it will effect industry. If its because the sun has actually expanded, as is common in the life of a sun as it prepares to go nova (which can take millions of years) there is little that can be done about it and no funding will really help or detour the ultimate end...The point is to keep your attention off of the real facts and to get more money from everyone. This is happening globally and the working class seems to be the one they want to pick up the tab once again.
