Why do my car speakers make a whining noise?

I installed my system today in my Jeep Cherokee and thought that I did everything right. I ran my power wire and remote wire down one side of my vehicle and the speaker wires and the RCA wires down the other side of my vehicle. The ground wire is grounded to the floorboard about 10 inches away from the amp. I sanded the floorboard and removed the paint. I had also tried grounding it to a bolt that held in my rear seat and this didn't work either.

I have a Pioneer deck. It's a nice deck that I paid almost $300 for last year. I have high wattage 6.5" speakers in the front doors and in the rear doors. I also have a 10" sub and everything is being powered by a 5 channel MTX amplifier. All of my speaker wires are brand new, as well as the power wires. My power wire is coming off my battery and runs straight to the amplifier. Is it ok to run my RCA wires alongside my speaker wires? I have my volume turned all the way down on my deck and can still hear a whining noise.

What else am I not thinking of? If you have any advice let me know and I'll go try it out and post a follow up message to let you know if your advice worked or not.
