Why do my 2003 Mercury Grand Marquis windshield wipers and headlights go on...

...when they are in the off position? My wipers start working without the switch being turned on and then my headlights turn on without the switch being turned into the 'ON' position. They wipe even when there is no rain and stay on until the engine is stopped, but the issue continues with the next car ride.
