Why do most parents pussyfoot with discipline when in a public setting?

I'm not necessarily talking about a much needed asswhooping either, I'm talking about reprimanding a kid who needs to firmly be jolted back into reality for attempting to eat a piece of candy in the store, back talking, and horseplay that endangers others. Even most strict parents succumb to the Dr.Sears-ish status quo of punk'd parenting when in public. Where they would normally swat Jr.'s rear for almost knocking a grandmotherly lady down from horseplay, now she resorts to a No, Tommy. No running get over here. Then the issue is forgotten, and on the spot punishment is no longer enforcable later on.

Why is this bogus crap so mainstream that it has otherwise discipline enforcing parents afraid to correct their kids? I'll admit, I have submitted to the bunny fluff before in public, but it was mainly because my son had pissed me off so bad from throwing a all out fit over some candy I said no to, that I knew I was going to catch evil eyes for spanking his tail.
