Why do men's bicycles have a bar (between the legs) & women's bicycles don't?

You would think that men's bicycles WOULDN'T have a bar there. I just don't understand what the purpose of that bar being there.
 
The change in design is over 100 years old! The bar across the top makes the frame stonger and is the original design.

In order to be able to sell the bikes to women too, manufacturers put the 2nd bar lower, so that women could ride in a skirt. The 2nd bar in a lower position still adds enough strength to make the bike fully functional, if not quite as strong.
