Why do many Republicans want Literacy tests for those who want to vote?

I cannot figure out why they would want that. Maybe that voter can't spell Douche bag but I am pretty sure he/she can recognize one when they see or hear one, what do you think? Now some in Tea Party want only those who own property? Has either the Tea Party or the Republican Party forgot there is this thing called the Constitution and Federal Laws long since settled in the Supreme Court. Any college kid in a dorm or elderly person in a Subsidized Apt., not to mention the majority of New York City residents could not vote since they do not own the property they are in. While Democrats want everyone to vote the Republicans seem to want to supress the vote as was evidenced this last cycle in the Sharon Angle ads against Hispanics. Do they fear that these people will vote against them?
