why do judges give visitation rights to the childrens abuser?

i still read cases like this and I cant help but wonder what are on judges minds when they give custudy to an abuser or force the children to visit a man that has been shown to be abusive to the children.
why do judges do this
why dont they listen to the fears of the children
dont the voices of children even matter in cases like this
