Why do ghetto people have to annoy others by talking so loud on their Ghetto

Boost Mobiles? I'm pretty sure everyone has heard the infamous sayings from Ghetto Blacks:
*Chirp Chirp* Knee guh where you at? *Chirp* Knee guh I'm at the movies! *Chirp* Aight!
Then when you tell them to take their call outside so everyone can enjoy the movie, they're ready to start a fight.
