Why do car companies lie about their cars?

Why do they lie on the speedometer? On the Corvette it says 200 MPH, but when fully test driven it reaches a limit of 175 MPH. Or the Aston Martin DB9. On it;s speedometer it says it can go 220 MPH, and I saw on the History channel the other day, Top Gear they test drove the crap out of it and only got to 178 MPH that was the max it could go.

so I'm curious about other cars as well that claim they can go whatever the speedometer number reads.i.e, the Dodge Charger SRT-8. Can it really go 180 MPH?!?

Or how about the Ferrari 360 Modena. It's speedometer also reads 220 MPH. It was test driven and confirmed that it's max MPH was 190.

So why do they lie? Is it a sales gimmick?
