Why do boys lust at me when I ride a bike?

I'm 16 and sometimes when I ride my bike teenage boys stare at me and say stuff. Once when I passed a boy in a parking lot he said, "Hey sexy!" I usually wear jeans and a T-shirt, which isn't exactly outrageously revealing, and I don't even wear makeup, so why do boys act weird towards me?
