Why do AT&T cell phone users have trouble sending texts to Verizon Wireless cell phones?

I have heard of this problem before, but when I try to send a text (I have AT&T) to a person that has Verizon Wireless, sometimes they will receive the text, but most times they don't.. why is that? 10 points will be rewarded thank you :)
