Toyota's NASCAR effort is entirely American USA based, and run.. The only thing the Japanese contribute to the effort is money.. I don't know if the situation is is that way through planing, or just evolution, but Toyota started with no ability to even cast an iron block (a requirement), and had to outsource all development, and of course the finest minds in NASCAR racing are all American, and all live in the US of A..
of course they just might have decided to be politically correct, and not piss off the American fans, any more than they had to.. And they didn't "buy" teams, they just sort of rented them at a price high enough to buy them..
