i have to include this, i know about the aztecs and mayans, but i am asking why the native american tribes like the the Blackfoot or Cherokee never made big cities

I have said it before and I will say it again, advanced societies or the Industrial Revolution does not mean we have moved up in the evolutionary scale. What is advance about knowing that a nuclear war could destroy us all? Such a fate hanging over our modern day heads is not a sign of an advanced society in my book. The American Indian for the most part moved around to follow the Buffalo and to stay away from serious winter storms. The Buffalo was their meat and clothing. They also did not, almost destroy the Buffalo like us "supposed smarter white man did". So to really answer your question, it depends on ones personal definition of what a Great Civilization is.

It was just the way of their culture. They weren't very technologically advanced when it came to engineering or anything. Their advances were more wholeistic, focusing on natural medicines etc. They were also very nomadic, depending on following the huge buffalo herds around for food.

Research on the Mound Builders. How about the Anastasie, or the Pueblo Indians of the SW? What great is depends upon the person defining it. I also believe..This is the world according to me, that the environment did not require groups of people to settle in large numbers for survival for most of North America.
