why did the old civilization use to make statues completely naked...?

there were two two statue of small boys... one his private area (penis) was completely cover either cloth or a leaf... the other was completed exposed, his penis and balls fully exposed... why did they use to make them like that... the years were like 6 years apart... 1880 (penis visible) and 1886 (penis covered)...
