Why did the Obama administration wait 6 months to report the Chevy volt could blow up?

The National Transportation Safety Board knew in June that the Government Motors Chevy Volt fire problem.
Three weeks after one vehicle was in a crash test it's batteries burst into flames.

Why the six month cover up?
