why did the leaders of the french revolution have to resort to a reign of terror?

and what effect did that have on the revolution?

i know rebespierre started it, and he thought he was trying to save democracy through terror, influenced by "the social contract" (individual will paled compared to national will), and negative effects of it were the thousands of executions, but that's all i have :( not enough material to do an essay on...
 
they didn't have to but it was get even time and they took advantage of the situation.
