Why did my permit test have 56 questions?

When I took my permit test, it had 56 questions (in two parts, one had 36, the other had 20)
I live in Oregon and my friends say that theirs have ranged between 20 and 36. Why was mine so long?
Just curious, I passed easily.. but I feel as if that's a little unfair.
