Why did GM confiscate their EV1 vehicles only to introduce...?

Why did GM confiscate their EV1 vehicles only to introduce...the overpriced and yet to be released Chevrolet Volt. I don't understand. There wasn't anything wrong with the EV1 cars. People liked them.
