...Presidential Election? He could have pardoned him during the two-and-a-half month transition period, thereby not letting a pardon affect his election prospects.
 
Because Nixon would have had to go through being formally indicted, arrested, etc. before that pardon. I suspect Ford was so happy to be President (especially since no one ever voted for him in the first place) that he probably felt he couldn't allow his master to be treated that way.
