Why design in php/asp then convert to html?

Why would you want to design a site in php or asp just to convert it into HTML? I can understand if you already have a site made that needs to be changed, but why would you design it one way if you plan to change it to html? Are there any circumstances where that would make sense?
Please note: I am *NOT* asking what PHP is. Pasting a definition for an answer does not answer my question. Anyone can Google definitions.
