why cluster dont light on, on my Honda civic?

Did you check the rheostat? It's that little button that you press to change from odometer too trip, just turn it clockwise and the light should come on bright.
 
Well I have a 1996 Honda Civic ex and my cluster doesnt light on... the headlights, back lights, and everything works normally. But the lights in the actual cluster the ones that let you see the speedometer and all that good at night...

I check the fuses and they appear fine, the bulbs and appear fine.. So idk what else to do...
