Why can't you buy iPod and iPhone apps with iTunes cards?

I have a iTunes card active on my iTunes account, but i can't buy apps, it says i need a payment method, so im guessing that i'll need to sign up a credit card, but is there any way i can buy applications with a iTunes card credit on my account?
